The Papio-Missouri River Natural Resource District (NRD) was interested in constructing a multipurpose reservoir to further develop flood management and provide recreational opportunities for the public.

Olsson Associates conducted a feasibility study to assess the potential for the development of a flood control structure and related recreational facilities at Walnut Creek. It is located in Sarpy County, just southwest of the City of Papillion in the west branch of the Papillion Creek Watershed.

The study analyzed the flood history of the area, determined the characteristics of the flood control structure and the environmental acceptability, and master-planned the recreational components. Olsson also provided economic feasibility documents and an application for NRD funding.

The result of the study was the Papio Dam Site 21 project. The 200,000-cubic-yard earth dam was constructed to class "C" high hazard requirements, and it created a 105-acre lake. The 500-acre project site surrounding the reservoir was developed to provide opportunities for swimming, fishing, boating, camping, hiking, and horseback riding. An outdoor amphitheater and picnic, playground, and nature study facilities were also developed. There is a potential for future sports fields to be developed as well. . The project provides a green oasis for future generations of the metropolitan population centered in Douglas and Sarpy counties.
